| Multi-Jurisdiction

Panel Discussion: Multi-State Collaboration: A cornerstone to modernization is to work together to standardize business process, procedure, and technologies across jurisdictional boundaries. Significant progress has been made, and the industry is on the cusp of important breakthroughs. How are costs, responsibilities, and authority allocated when the costs and benefits vary by jurisdiction? What are the governance issues that need to be addressed? How are these being applied to implementation of API and to further meet the needs of multi-state retailers? How might the community of lotteries share resources for nation-wide (or at least multi-jurisdictional) branding, messaging, advertising, and promotion, and capture and organization of data for NASPL Matrix, etc.?

Panel Discussion: Forging the Digital Connection with Consumers

| Technology

Panel Discussion: Forging the Digital Connection with Consumers Progressive U.S. lotteries are leveraging the massive traffic they have on their websites to build the digital relationship with the players that is the foundation for long-term success. Consumers now expect seamless hand-offs between technology and in-store visits.  Heightened expectations for enhanced shopping experiences are driving the need for lotteries to leverage all consumer touch-points in unprecedented ways. Building digital relationships with players through website traffic, loyalty programs, and second chance promotions is part of the process.  Integrating that with in-store digital vehicles like Branded Gift Cards and Player Payment and awards solutions and further digitizing the retail shopping experience is another part.  What is being done to optimize the potential of these efforts? What are the measures of success? How can lotteries’ digital connection be used to drive retail foot traffic, and how can that be leveraged to further drive retailer commitment and increase lottery sales?

Lotteries are meeting the expectations of the modern consumer for digital tools that personalize the messaging and enhance the shopping experience. How can Lottery apply these Point-of-Sale tools to “up-sell” and otherwise get the attention of, and engage the shopper in the store? How can technology and POS tools be used to make it easier for the consumer to understand the portfolio of different products and make their selection? What else are progressive Lotteries doing to modernize, support their retail partners, and engage their players?

Many of the most exciting opportunities for our industry to build a prosperous and sustainable future depend on our ability to forge initiatives that cross jurisdictional boundaries.  What can be done to build consensus and galvanize earlier, faster, and more decisive action?  How are costs, responsibilities, and authority allocated when the costs and benefits vary by jurisdiction?  What are the governance issues that need to be addressed?

“Modernization” is the goal.  Implementation of Cashless payment options for the consumer is one of the most vital action-items.  U.S. lotteries have made significant progress towards enabling Cashless to move forward and deliver the benefits that could be transformational to the industry, and for Good Causes that lotteries fund.  Where are we at now and what can we do to bring it across the finish line?

What would that look like?  What are the consumer shopping trends and expectations that will drive Retailer actions to meet those expectations?  And how is Lottery aligning with Retailer actions to meet consumer demand for digitizing the shopping experience, for alternative ways to execute transactions (i.e. non-cash, Mobile Wallet, etc.), for innovation of POS’s and in-store messaging and consumer engagement strategies, etc.?  Let’s have a frank discussion about consumer and industry trends, the limitations of Lottery to align with those trends, how to overcome those limitations or at least isolate and focus on some actionable ways for Lottery to meet the needs of modern retailing and consumer expectations.  This discussion is not about the games themselves but about the in-store consumer shopping experience.

On March 20, exactly two months will have passed since Inauguration Day.  There will be a lot to discuss as to the direction of federal actions as re internet gambling and states’ rights to determine regulatory and taxation policy.  And where the rubber-hits-the-road:  How can government-gaming as an industry fight back against the countless Alternative Facts (e.g. DFS and skill-based gaming are not gambling, legalize and tax commercial operators is a good alternative to government-lottery for channeling economic benefit to society/good causes and protecting the consumer in the games-of-chance sector, iLottery cannibalizes land-based sales, etc.)?  How can Lottery combat special interests which are influencing the media and legislators at federal and state levels to shape the regulatory dialogue with fake news?
