The debate has shifted from whether to legalize it to how to regulate it.  Who will be the operators?  The other guys have the money, the PR, and the lobbyists.  Lotteries have integrity and social responsibility.  We owe it to our stakeholders to make sure that integrity and social responsibility win out over lobbyists and PR.
